New Delhi, January 9
World renowned economist and former Prime Minister Dr. Manmohan Singh on Monday launched the Punjab Congress manifesto for the coming assembly elections with the confidence that the party, under the leadership of Captain Amarinder Singh, will undo the damage wreaked on the state by the Badal government.
Pointing to the tremendous potential of Punjab, which remained unexploited due to the Badals’ misgovernance over the past 10 years, Dr Singh said the state badly needed Captain Amarinder’s leadership at this juncture. Describing Captain Amarinder as a visionary, with a wealth of experience, Dr. Singh expressed the confidence that Punjab was in for a better time under the sate Congress president’s leadership.
Dr. Singh described as a visionary document the manifesto, which Captain Amarinder said had taken six months of collecting inputs from all stakeholders, going down to the villages. Under Captain Amarinder’s rule, the state will see all-round development with revival of the economy, industry, agriculture and infrastructure, backed by higher income and equal distribution of wealth, said Dr. Singh.
Among those present at the launch event were AICC leaders Ambika Soni, Asha Kumari and Randeep Surjewala, besides former Punjab Chief Minister and Manifesto Committee chairperson Rajinder Kaur Bhattal.
In a first, the comprehensive 120-page manifesto was simultaneously launched by state party leaders Manpreet Singh Badal in Chandigarh, Maharani Preneet Kaur in Patiala, Sunil Jakhar in Bathinda, Vijay Inder Singla in Ludhiana, Dr. Amar Singh in Jalandhar and Rana Gurjit Singh in Amritsar. The manifesto was released in both English and Punjabi in online soft format, with hard copies of the same distributed to the media.
The holistic manifesto, which addresses the concerns and aspirations of every section of the society, incorporates inputs from all cross-sections of the society, with Dr. Singh also having given his valuable suggestions. It was prepared by a 17-member manifesto committee, chaired by Bhattal and co-chaired by Manpreet Badal.
Noting that the next government in Punjab would be taking over a deficit budget of over Rs. 5000 crore with huge debts, Captain Amarinder promised to bring growth back on track in the state through out-of-the-box thinking.
Addressing mediapersons at the launch event at AICC headquarters here, Captain Amarinder said innovative measures such as cess on liquor and revenue through mining could help generate funds for employment, as promised by the Congress in its manifesto. With the promise of one job per household, the Congress has decided to take various initiatives, including the establishment of Employment Bureaus across the state under the supervision of an Employment Commission, to generate and provide employment to the youth, said the Punjab Congress president.
Reiterating his promise to revive agriculture and industry in the state, Captain Amarinder said though farm debt was the responsibility of the central government, he would ensure that all debts of farmers in Punjab are waived off on priority basis. On the industrial front, he promised a level playing field for the industries and a series of steps for revival of industry in the state. He pointed out that his previous government had got an investment commitment worth Rs. 1.70 lakh crore, which could have led to the generation of 20 lakh jobs, but the process was scuttled by the Akalis when they took over the reins of the state.
Responding to a query, Captain Amarinder said the war against drugs promised in the manifesto incorporated the thinking of INC Vice President Rahul Gandhi and he would break the back of drugs and hang those responsible for the menace.
On the SYL issue, he announced that his government would introduce a legislation to protect the water of Punjab, which had not a drop to spare.
In response to questions on his employment generation promise, Captain Amarinder asserted that he did not believe in making false promises and was confident of generating the 20 lakh jobs needed to ensure `one job per family’ in Punjab.
Revenue generation would be augmented through unique initiatives to boost the state’s financial health, without mortgaging assets like the Badal government had done, he said, pointing out that the SAD-BJP government in the state had mortgaged even schools, mental hospitals and old age homes to compensate for the losses to the state exchequer resulting from their corruption and mismanagement.
Both Dr. Singh and Captain Amarinder agreed that demonetisation would be an issue in Punjab, along with other issues plaguing the people of the state. Dr. Singh expressed concern at the impact of demonetisation on GDP.
Captain Amarinder said the Congress manifesto, which covers every section of the society, was a realistic document, unlike that of the AAP which was making separate manifestos that could not possibly be implemented. Reiterating that the Congress manifesto was sacrosanct and would be executed in totality, Captain Amarinder said neither AAP nor the Akalis, who had not fulfilled even 20% of the promises made last time, were serious about the welfare of Punjab.
To another question, Captain Amarinder confirmed that Navjot Singh Sidhu would be contesting in the Assembly elections on Congress ticket from Amritsar East.

ਇਸ ਮੌਕੇ ਪੰਜਾਬ ਲਈ ਬਹੁਤ ਸ਼ਮਤਾ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ, ਜਿਨ੍ਹਾਂ ਤੋਂ ਬੀਤੇ ਦੱਸ ਸਾਲਾਂ ਦੌਰਾਨ ਬਾਦਲਾਂ ਦੇ ਕੁਸ਼ਾਸਨ ਦੌਰਾਨ ਫਾਇਦਾ ਲੈਣ ਦੀ ਲੋੜ ਨਹੀਂ ਸਮਝੀ ਗਈ, ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਹਾਲਾਤਾਂ ‘ਚ ਸੂਬੇ ਨੂੰ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਦੀ ਅਗਵਾਈ ਦੀ ਅਹਿਮ ਲੋੜ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਇਕ ਵੱਡਾ ਤਜ਼ੁਰਬਾ ਰੱਖਣ ਵਾਲੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਦੀ ਦੂਰਦਰਸ਼ੀ ਸੋਚ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਭਰੋਸਾ ਪ੍ਰਗਟਾਇਆ ਕਿ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਦੀ ਅਗਵਾਈ ਹੇਠ ਸੂਬੇ ਦਾ ਭਵਿੱਖ ਬੇਹਤਰ ਹੈ।
ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਕ ਦੂਰਦਰਸ਼ੀ ਦਸਤਾਵੇਜ ਵਜੋਂ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਲਈ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੂੰ ਸਾਰੇ ਭਾਗੀਦਾਰਾਂ ਤੋਂ ਵਿਚਾਰ ਹਾਸਿਲ ਕਰਨ, ਪਿੰਡਾਂ ‘ਚ ਜਾਣ ‘ਚ ਛੇ ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਲੱਗਿਆ ਹੈ। ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਦੇ ਸ਼ਾਸਨ ਦੌਰਾਨ ਸੂਬੇ ‘ਚ ਸਰਵਪੱਖੀ ਵਿਕਾਸ ਹੋਵੇਗਾ ਤੇ ਅਰਥ ਵਿਵਸਥਾ, ਉਦਯੋਗ, ਖੇਤੀਬਾੜੀ ਤੇ ਇਨਫਰਾਸਟਰੱਕਚਰ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਸਮੇਤ ਆਮਦਨ ਨੂੰ ਵਧਾਇਆ ਜਾਵੇਗਾ ਤੇ ਧੰਨ ਦੀ ਬਰਾਬਰ ਵੰਡ ਹੋਵੇਗੀ।
ਇਸ ਦੌਰਾਨ ਰਿਲੀਜ਼ ਸਮਾਰੋਹ ‘ਚ ਪੰਜਾਬ ਦੀ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਤੇ ਮੈਨਿਫੈਸਟੋ ਕਮੇਟੀ ਦੀ ਚੇਅਰਪਰਸਨ ਰਜਿੰਦਰ ਕੌਰ ਭੱਠਲ ਤੋਂ ਇਲਾਵਾ, ਏ.ਆਈ.ਸੀ.ਸੀ ਆਗੂ ਅੰਬਿਕਾ ਸੋਨੀ, ਆਸ਼ਾ ਕੁਮਾਰੀ ਤੇ ਰਣਦੀਪ ਸੁਰਜੇਵਾਲਾ ਵੀ ਮੌਜ਼ੂਦ ਰਹੇ।
ਇਸ ਲੜੀ ਹੇਠ ਪਹਿਲੀ ਵਾਰ, ਵਿਆਪਕ 120 ਪੰਨ੍ਹਿਆਂ ਦੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਨੂੰ ਇਕੱਠੇ ਸੂਬੇ ਦੇ ਪਾਰਟੀ ਆਗੂਆਂ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਨੇ ਚੰਡੀਗੜ੍ਹ, ਮਹਾਰਾਣੀ ਪ੍ਰਨੀਤ ਕੌਰ ਨੇ ਪਟਿਆਲਾ, ਸੁਨੀਲ ਜਾਖੜ ਨੇ ਬਠਿੰਡਾ, ਵਿਜੈ ਇੰਦਰ ਸਿੰਗਲਾ ਨੇ ਲੁਧਿਆਣਾ, ਡਾ. ਅਮਰ ਸਿੰਘ ਨੇ ਜਲੰਧਰ ਤੇ ਰਾਣਾ ਗੁਰਜੀਤ ਸਿੰਘ ਨੇ ਅੰਮ੍ਰਿਤਸਰ ‘ਚ ਰਿਲੀਜ਼ ਕੀਤਾ। ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਨੂੰ ਅੰਗ੍ਰੇਜ਼ੀ ਤੇ ਪੰਜਾਬੀ ‘ਚ ਆਨਲਾਈਨ ਸੋਫਟ ਫਾਰਮੇਟ ਵਜੋਂ ਰਿਲੀਜ਼ ਕਰਨ ਸਮੇਤ, ਮੀਡੀਆ ਨੂੰ ਉਸਦੀ ਹਾਰਡ ਕਾਪੀ ਵੀ ਵੰਡੀ ਗਈ।
ਸਮਾਜ ਦੇ ਹਰੇਕ ਵਰਗ ਦੀਆਂ ਚਿੰਤਾਵਾਂ ਤੇ ਉਮੀਦਾਂ ਨੂੰ ਦਰਸਾਉਣ ਵਾਲੇ ਇਸ ਪਵਿੱਤਰ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਲਈ ਸਮਾਜ ਦੇ ਸਾਰੇ ਵਰਗਾਂ ਤੋਂ ਵਿਚਾਰ ਲਏ ਗਏ ਹਨ ਅਤੇ ਡਾ. ਸਿੰਘ ਨੇ ਇਸ ‘ਚ ਆਪਣੇ ਮੁੱਲਵਾਣ ਸੁਝਾਅ ਵੀ ਦਿੱਤੇ ਸਨ। ਇਸਨੂੰ ਚੇਅਰਮੈਨ ਭੱਠਲ ਤੇ ਕੋ-ਚੇਅਰਮੈਨ ਮਨਪ੍ਰੀਤ ਬਾਦਲ ਦੀ ਅਗਵਾਈ ਵਾਲੀ 17 ਮੈਂਬਰੀ ਮੈਨਿਫੈਸਟੋ ਕਮੇਟੀ ਨੇ ਤਿਆਰ ਕੀਤਾ ਹੈ।
ਇਸ ਗੱਲ ਦਾ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ ਰੱਖਦਿਆਂ ਕਿਹ ਕਿ ਪੰਜਾਬ ਦੀ ਅਗਲੀ ਸਰਕਾਰ 5000 ਕਰੋੜ ਰੁਪਏ ਦੇ ਵਿੱਤੀ ਘਾਟੇ ਸਮੇਤ ਭਾਰੀ ਕਰਜ਼ਿਆਂ ਨੂੰ ਅਪਣਾਉਣ ਜਾ ਰਹੀ ਹੈ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਜਰਾ ਹੱਟ ਕੇ ਸੋਚ ਅਪਣਾਉਂਦਿਆਂ ਸੂਬੇ ਨੂੰ ਮੁੜ ਵਿਕਾਸ ਦੀ ਪੱਟੜੀ ‘ਤੇ ਲਿਆਉਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਹੈ।
ਇਸ ਦੌਰਾਨ ਏ.ਆਈ.ਸੀ.ਸੀ ਮੁੱਖ ਦਫਤਰ ਵਿਖੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਦੇ ਰਿਲੀਜ਼ ਸਮਾਰੋਹ ਦੌਰਾਨ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਵਿਕਾਸਸ਼ੀਲ ਕਦਮਾਂ ਤਹਿਤ ਸ਼ਰਾਬ ‘ਤੇ ਸੈਸ ਲਗਾਉਣ ਤੇ ਖੁਦਾਈ ਤੋਂ ਹੋਣ ਵਾਲੀ ਆਮਦਨ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਵਾਸਤੇ ਸਹਾਇਤਾ ਕਰਨਗੇ, ਜਿਸ ਬਾਰੇ ਕਾਂਗਰਸ ਨੇ ਆਪਣੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ‘ਚ ਵਾਅਦਾ ਕੀਤਾ ਹੈ। ਹਰੇਕ ਘਰ ਤੋਂ ਇਕ ਵਿਅਕਤੀ ਨੂੰ ਨੋਕਰੀ ਦੇਣ ਦੇ ਵਾਅਦੇ ਨਾਲ ਕਾਂਗਰਸ ਨੇ ਕਈ ਕਦਮ ਚੁੱਕਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਹੈ, ਜਿਨ੍ਹਾਂ ‘ਚ ਇਕ ਰੋਜ਼ਗਾਰ ਕਮਿਸ਼ਨ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਸੂਬੇ ਅੰਦਰ ਰੋਜ਼ਗਾਰ ਕੇਂਦਰ ਸਥਾਪਤ ਕਰਨਾ ਸ਼ਾਮਿਲ ਹੈ, ਤਾਂ ਜੋ ਨੌਜ਼ਵਾਨਾਂ ਲਈ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕੀਤਾ ਜਾ ਸਕੇ।
ਇਸੇ ਤਰ੍ਹਾਂ, ਸੂਬੇ ਅੰਦਰ ਖੇਤੀਬਾੜੀ ਤੇ ਉਦਯੋਗਾਂ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਦਾ ਵਾਅਦਾ ਕਰਦਿਆਂ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਖੇਤੀਬਾੜੀ ਲੋਨ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ, ਉਹ ਪੁਖਤਾ ਕਰਨਗੇ ਕਿ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਦਾ ਸਾਰਾ ਕਰਜ਼ਾ ਪਹਿਲ ਦੇ ਅਧਾਰ ‘ਤੇ ਮੁਆਫ ਕੀਤਾ ਜਾਵੇ। ਉਦਯੋਗਿਕ ਮੋਰਚੇ ‘ਤੇ, ਉਨ੍ਹਾਂ ਨੇ ਉਦਯੋਗਾਂ ਲਈ ਬਰਾਬਰੀ ਦੇ ਮੌਕੇ ਪੈਦਾ ਕਰਨ ਅਤੇ ਸੂਬੇ ਅੰਦਰ ਉਦਯੋਗਾਂ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਵਾਸਤੇ ਕਦਮ ਚੁੱਕਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਪਿਛਲੀ ਸਰਕਾਰ ਨੇ 1.70 ਲੱਖ ਕਰੋੜ ਰੁਪਏ ਦਾ ਉਦਯੋਗਿਕ ਨਿਵੇਸ਼ ਹਾਸਿਲ ਕੀਤਾ ਸੀ, ਜਿਸ ਤੋਂ 20 ਲੱਖ ਨੌਕਰੀਆਂ ਪੈਦਾ ਹੋ ਸਕਦੀਆਂ ਸਨ, ਲੇਕਿਨ ਅਕਾਲੀਆਂ ਨੇ ਸੂਬੇ ਦੀ ਸੱਤਾ ਸੰਭਾਲਣ ਤੋਂ ਬਾਅਦ ਇਸ ਪ੍ਰੀਕ੍ਰਿਆ ‘ਚ ਰੁਕਾਵਟ ਪਾ ਦਿੱਤੀ।
ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ‘ਚ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ‘ਚ ਨਸ਼ਿਆਂ ਖਿਲਾਫ ਲੜਾਈ ਦੇ ਵਾਅਦੇ ‘ਚ ਕਾਂਗਰਸ ਮੀਤ ਪ੍ਰਧਾਨ ਰਾਹੁਲ ਗਾਂਧੀ ਦੀ ਸੋਚ ਛਿੱਪੀ ਹੈ ਅਤੇ ਉ ਨਸ਼ਿਆਂ ਦਾ ਲੱਕ ਤੋੜ ਦੇਣਗੇ ਤੇ ਇਸ ਲਈ ਜ਼ਿੰਮੇਵਾਰਾਂ ਨੂੰ ਨਹੀਂ ਬਖਸ਼ਾਂਗੇ।
ਐਸ.ਵਾਈ.ਐਲ ਦੇ ਮੁੱਦੇ ‘ਤੇ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਪੰਜਾਬ ਦੇ ਪਾਣੀ ਨੂੰ ਬਚਾਉਣ ਖਾਤਿਰ ਇਕ ਕਾਨੂੰਨ ਲਿਆਏਗੀ, ਜਿਸ ਕੋਲ ਇਕ ਵੀ ਬੂੰਦ ਵਾਧੂ ਪਾਣੀ ਨਹੀਂ ਹੈ।
ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਦੇ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਦੇ ਵਾਅਦੇ ‘ਤੇ ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ‘ਚ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਝੂਠੇ ਵਾਅਦੇ ਕਰਨ ‘ਚ ਭਰੋਸਾ ਨਹੀਂ ਰੱਖਦੇ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ ਹੈ ਕਿ ਪੰਜਾਬ ਅੰਦਰ ਹਰੇਕ ਪਰਿਵਾਰ ‘ਚੋਂ ਇਕ ਵਿਅਕਤੀ ਨੂੰ ਨੌਕਰੀ ਦੇਣ ਵਾਸਤੇ 20 ਲੱਖ ਨੌਕਰੀਆਂ ਪੈਦਾ ਕਰਨ ਦੀ ਲੋੜ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਤਰ੍ਹਾਂ ਜਾਇਦਾਦਾਂ ਗਹਿਣੇ ਰੱਖਣ ਦੇ ਉਲਟ, ਸੂਬੇ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਨੂੰ ਬੇਹਤਰ ਬਣਾਉਣ ਵਾਸਤੇ ਕਦਮ ਚੁੱਕਦਿਆਂ ਮਾਲੀਆ ਪ੍ਰਾਪਤ ਕੀਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਉਸਦੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਤੇ ਮਾੜੇ ਪ੍ਰਬੰਧਾਂ ਕਾਰਨ ਸੂਬੇ ਦੇ ਮਾਲੀਏ ਨੂੰ ਹੋਏ ਨੁਕਸਾਨ ਨੂੰ ਭਰਨ ਲਈ ਇਥੋਂ ਤੱਕ ਕਿ ਸਕੂਲਾਂ, ਮੈਂਟਨ ਹਸਪਤਾਲਾਂ, ਤੇ ਬਿਰਧ ਆਸ਼ਰਮਾਂ ਤੱਕ ਨੂੰ ਗਹਿਣੇ ਰੱਖ ਦਿੱਤਾ ਹੈ।
ਡਾ. ਸਿੰਘ ਤੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ, ਦੋਨਾਂ ਨੇ ਸਵੀਕਾਰ ਕੀਤਾ ਕਿ ਸੂਬੇ ਨੂੰ ਪੇਸ ਆ ਹੋਰ ਮੁੱਦਿਆਂ ਦੀ ਤਰ੍ਹਾਂ ਨੋਟਬੰਦੀ ਵੀ ਪੰਜਾਬ ਲਈ ਇਕ ਮੁੱਦਾ ਹੈ। ਡਾ. ਸਿੰਘ ਨੇ ਜੀ.ਡੀ.ਪੀ ‘ਤੇ ਨੋਟਬੰਦੀ ਦੇ ਅਸਰ ਨੂੰ ਲੈ ਕੇ ਚਿੰਤਾ ਪ੍ਰਗਟਾਈ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਸਮਾਜ ਦੇ ਹਰੇਕ ਵਰਗ ਨੂੰ ਕਵਰ ਕਰਨ ਵਾਲਾ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦਾ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਇਕ ਅਸਲਿਅਤ ‘ਤੇ ਅਧਾਰਿਤ ਦਸਤਾਵੇਜ ਹੈ, ਨਾ ਕਿ ਆਪ ਵੱਲੋਂ ਬਣਾਏ ਗਏ ਵੱਖ ਵੱਖ ਮੈਨਿਫੈਸਟੋਜ ਦੀ ਤਰ੍ਹਾਂ, ਜਿਨ੍ਹਾਂ ਦੇ ਲਾਗੂ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਦੁਹਰਾਇਆ ਕਿ ਕਾਂਗਰਸ ਮੈਨਿਫੈਸਟੋ ਇਕ ਪਵਿੱਤਰ ਦਸਤਾਵੇਜ ਹੈ ਅਤੇ ਇਸਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਿਸ਼ਠਾ ਨਾਲ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਹੈ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਨਾ ਹੀ ਆਪ ਤੇ ਨਾ ਹੀ ਅਕਾਲੀਆਂ ਨੇ ਬੀਤੇ ਵਕਤ ਦੌਰਾਨ ਕੀਤੇ ਵਾਅਦਿਆਂ ‘ਚੋਂ 20 ਪ੍ਰਤੀਸ਼ਤ ਵੀ ਪੂਰੇ ਕੀਤੇ ਹਨ ਤੇ ਨਾ ਹੀ ਉਹ ਪੰਜਾਬ ਦੀ ਭਲਾਈ ਨੂੰ ਕੇ ਗੰਭੀਰ ਹਨ।
ਇਕ ਹੋਰ ਸਵਾਲ ‘ਤੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਕਿ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੀ ਟਿਕਟ ‘ਤੇ ਅੰਮ੍ਰਿਤਸਰ ਪੂਰਬੀ ਤੋਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣ ਲੜਨਗੇ।
