Jai hind Sirs and Colleagues,

I am writing to bring to your attention a distressing incident involving Capt Gurbansh and his fiance, who were molested by the Orissa police in Bhubaneswar. In an attempt to cover up their wrongdoing, the police have released a statement falsely accusing the couple of assaulting and misbehaving with police staff.

To set the record straight, the actual sequence of events is as follows:-

Subject: Alleged Custodial Misconduct and Molestation of Capt Gurvansh and Fiance Miss Ankita at Police Station Bharatpur, Bhubaneshwar Odisha.

Date: 15 September 2024

Incident Report:

1. At approximately 01:30 hours, Capt Gurvansh and his fiance were traveling in their vehicle in Bhuvneshwar, Odisha, when they were harassed by 12-13 individuals in three vehicles, engaging in rash driving and verbal abuse and pushing and scuffling. Gurvansh and Ankita managed to get out of the situation in their own vehicle.

2. Following the incident, the couple proceeded to Police Station Bharatpur to file a complaint as they have noted the Car registration number of individual engaged in rash driving. Upon arrival, they found only a lady ASI and a few other constables on duty, with no police station incharge present.
3. When the couple requested expedited action, The police started to make excuses that first get your medical done and our incharge is not here, when they come then only a complaint can be written. At 0245 hours the police patrol came back with 2 more lady officers and 4 male officers including 2 SIs.
4. The lady ASI on her duty hours was sitting in her nighty and was not listening.The lady constable was uncooperative and did not act upon their complaint and Miss Ankita and Lady SI entered into verbal fight where Miss Ankita told the lady SI that I m citizen of India and you are public servants and you have to serve the people. You are wasting tax payers money and you should not do uniformed service. The lady SI called Miss Ankita a whore in Odia and told that it must take 1500 people to sexually satisfy you . The verbal scuffle between the both started. Capt Gurvansh started to make a video of the incident in his mobile phone showing the reluctance of police to take any action. This further agitated the police.
5. ⁠Meanwhile an SI of the station hands Capt Gurvansh a paper and pen to write down the statement and scuffle between Miss Ankita and Police SI continued. All of a sudden 4 cops nabbed Capt Gurvansh and stripped him of all his belongings and put him illegally inside a cell. At the same time two lady officers grabbed Miss Ankita from her hair and slapped her profusely. All belongings of capt Gurvansh to incl his phone and ID card were taken. At 0300 Ankita was crying outside the cell of Capt Gurvansh. The couple continued to ask police for the reason why Capt Gurvansh was put illegally behind bars and the only answer in police station was our IIC will come and he will tell.
5. ⁠Miss Ankita at about 5 am managed to sneak out to her car and get her phone to Capt Gurvansh so that he call call the army officers for help. Meanwhile she went to the lady ASI and asked her to give the arrest warrant on which Capt Gurvansh was arrested. Miss Ankita even found and empty alcohol bottle in the police office when she was looking around for Capt Gurvansh’s phone. But police had no reason to put Capt Gurvansh behind bars. The lady SI started abusing on Miss Ankita’s character and miss Ankita also in return started screaming at ASI. The lady ASI at about 6 o clock pushed and slapped miss Ankita and miss Ankita tried to run away but 3 lady officers held miss Ankita by her hair started to drag her towards a secluded room. Miss Ankita tried to get out of their hands but they continued to kick her and bash her. In the secluded room there were two male constables and they removed her jacket and tied her hands behind her back and other female SI tied her legs with her own cloth. miss Ankita continued to shout for help when lying half naked with male police in the station. They continued to beat her up and stomp her. One of the male SIs entered the room and removed Miss Ankita’ s bra and stomped her breast with his feet. They continued to character assassinate her and abuse her. At 6:15 am the IIC enters the room and abuses miss Ankita. Further the lady SI removes Miss Ankita’s pants and IIC removes his pants and shows his penis to miss Ankita and says that this is what you need to keep your mouth shut. And he threatened to rape her if she doesn’t keep quiet. After some time IIC come to Capt Gurvansh and releases him and asks him to file a complaint against earlier incident. Capt Gurvansh rushes first to Miss Ankita l and found her in half naked state with hands and legs tied and blood spilled around.
6. A party of one JCO and three OR from 120 TA Bn was dispatched to police station and help Capt Gurvansh. The couple requested the police for medical examination and they were taken to Sum hospital and where it was confirmed that Miss Ankita’s jaw has been dislocated, nose broken and several other wound marks on the body. They were taken in evening to police station where fake charges were filed against Miss Ankita and she was arrested. On the way to take her to magistrate, the police even tried to tamper with the evidence and took her for medical examination again where no one listened and examined Miss Ankita and a report was given to police siting no major injuries.

Action at Unit level:-

We have taken immediate action at the unit level to seek justice for the couple, including:

– Approaching local military authorities
– Reaching out to the print media to report the incident accurately
– Petitioning the Governor for intervention and support.

We request your support and assistance in ensuring that the truth is revealed and the couple receives the justice they deserve.

Military special train halted after 10 ‘harmless’ detonators go off on track in MP; probe on

The incident happened on Wednesday near Sagphata between Nepanagar and Khandwa stations of Bhusawal division

Ten detonators, which the railways terms “harmless”, recently went off on tracks in Madhya Pradesh’s Khandwa district, prompting the authorities to briefly halt a “military special train”, officials said on Sunday.

The incident happened on Wednesday near Sagphata between Nepanagar and Khandwa stations of Bhusawal division. The Railway Protection Force (RPF) is probing it, Central Railway’s Chief Public Relations Officer Swapnil Nila told PTI.

The detonators that went off had been given by the railways and they are used as part of regular operations, he said.

These detonators are called crackers and when they explode, they make a loud sound which is a signal for an obstruction or fog or mist ahead, he said.

“These detonators are regularly used by the railways and such detonators were put there (on tracks). There was no need to put them there, that is why RPF is thoroughly investigating it,” Nila said.

“The investigations are being carried out from all angles,” he said.

Another top railway official said that the military special train was going from Khandwa at the time.

“After the warning signal or 10 harmless detonators on track went off, our deputy station superintendent (of Sagphata) heard the sound. He got the military special train halted and got things checked. The train was allowed to proceed in just two minutes,” the senior railway official said.

The statements of the “patrolling gang of 10 to 12 people” are being recorded and investigations are under way, the official added.


Army to procure 9,000 GPS sets to facilitate operations in remote areas

The Army is procuring 9,000 hand-held global positioning system (GPS) sets to facilitate offensive as well as defensive operations in remote border sectors or overseas areas that have not been adequately mapped.

“In times where cartographic data is outdated, a hand-held GPS set is an invaluable tool to facilitate various aspects of warfare which require availability of accurate ground position,” a request for information issued by the Ministry of Defence states.

The defensive operations for which the GPS would be used include accurately laying and recording minefields, facilitating the layout of ground defence in a manner which brings maximum benefit, aiding in deciding accurate location of various logistics echelons associated with defence operations and facilitating accurate and targeted delivery of stores critically required by the fighting formations.

As far as offensive operations are concerned, GPS enables the ground forces to intricately coordinate the attack by allocating exact locations to various components participating in the attack.

The GPS is also an essential tool for reconnaissance missions to assimilate and pass back accurate information to commanders, enabling them to make informed decisions.

GPS coordinates relayed by reconnaissance teams can be used by targeting systems to accurately engage the enemy. Such information provided by ground troops can be utilised by aerial platforms, including aircraft and armed drones, to hit sensitive targets.

Further, GPS is a very important tool to enable shared situational awareness towards fructification of network centric warfare. It can also be effectively used to maintain and update operational maps on a real time basis to enable better decision making.

The handsets are required to be compatible with India’s Independent Regional Navigation Satellite System as well as Global Navigation Satellite Systems and Russian Globalnaya Navigatsionnaya Sputnikovaya Sistema (GLONASS).

These would be pre-loaded with India maps with provision for uploading desired country or region maps along with the Indian Grid Reference System and Universal Transverse Mercator coordinate system for overseas deployment.


Army sets several world records during drive to green desert areas in Rajasthan

Territorial Army has several ecological battalions located at environmentally sensitive places across the country

As part of its drive to green barren areas in Rajasthan, the Army has set several world records, including most saplings planted by a team in one hour, team of women in one hour and most saplings planted simultaneously at a single venue.

A special plantation drive was organised in Jaisalmer by the Territorial Army’s (TA’s) 128 Infantry Battalion (Ecological) to mark the TA’s platinum jubilee. The battalion is affiliated with the Rajputana Rifles.

“The unit achieved several world records, which have been provisionally recognised by the World Book of Records, London,” a defence spokesperson said on Sunday.

The drive, conducted under the ‘Ek Ped Maa ke Naam’ campaign and the unit’s outreach program of ‘Bhagidari and Zimmedari,’ aimed to enhance ecological restoration and promote environmental awareness among the local communities.

The event saw active participation from multiple stakeholders, including the Army, Indian Air Force, Border Security Force, district administration, police, NGOs and students.

It was held simultaneously at seven different locations across Jaisalmer, demonstrating a united effort towards community development and environmental conservation.

The TA has several ecological battalions located at environmentally sensitive places across the country. These aim to restore and conserve ecologically degraded areas and carry out re-forestation.

Sharing sentiments with the entire nation, Global Institute’s vice-chairman Akashdeep Chandi said it was a matter of pride that their alumna has rewritten history and shattered the glass ceiling by becoming a shining example of gender equality in the armed forces. “Mohana Singh was a student of B.Tech (Electronics & Communication) during the period 2009-2013. In 2016, she joined the IAF as one of the first woman fighter pilots. She is truly a trailblazer, whether it’s her feat of flying MiG-21 to joining LCA (Light Combat Aircraft) Tejas squadron, an elitist flying squadron of the Indian Air Force,” said Chandi. He also elaborated on her being a prolific student and an all-rounder. “She was a good student and also excelled in extracurricular activities, as she was always an active participant. Mohana Singh has set new standards for future generations of women fighter pilots, reaffirming that sky is no more the limit but just the beginning for those who dare to dream.”

Mohana Singh, who originally hails from Jhunjhunu in Rajasthan, stayed in Amritsar for four years as her father, Pratap Singh Jitarwal, now retired, served in the IAF as an officer.
