The J&K and Ladakh High Court has granted pre-arrest bail to a senior Indian Air Force (IAF) officer, who is facing “sexual assault, harassment and mental torture” charges.

“It is directed that in the event of arrest of the petitioner…for commission of offence…he be released on bail,” the court said in its order after the accused approached the High Court seeking bail in anticipation of the arrest.

The court in the order “permitted the investigation to continue. However, it directed that the chargesheet will not be filed without the permission of this court.” It said: “Prima facie case for indulgence is made out at this stage. In case of his arrest, his reputation as well as the service career shall be jeopardised.” The J&K Police recently registered an FIR after a woman Flying Officer gave a complaint against the Wing Commander. The FIR was lodged at the Budgam police station.

The court order, however, has imposed some restrictions. He has been asked to furnish “two sureties of ~50,000 each and a personal bond of like amount. He has also been told not to leave J&K “without the permission of his Commanding Officer.”

“He will not contact any of the prosecution witnesses either physically or through any other mode. He will have to appear before the investigating officer from September 14 to 16 from 10 am till 2 pm, and thereafter as and when required,” the court said. In her complaint to the police, the officer had alleged after a party at the Air Force Station in Srinagar on the New Year’s Eve last year, a Wing Commander took her to his room on the pretext of handing her over some gift and sexually assaulted her.

The Defence Research and Development Organisation (DRDO) has successfully conducted preliminary automotive trials of Indian light tank Zorawar, a versatile platform designed for deployment in high-altitude areas.

During the field trials conducted in desert terrain, the light tank demonstrated exceptional performance, meeting all intended objectives. In the initial phase, Zorawar’s firing capabilities were rigorously evaluated, achieving the required accuracy on designated targets.

Zorawar was developed by the Combat Vehicles Research and Development Establishment (CVRDE), a unit of DRDO, in collaboration with Larsen and Toubro Ltd. Various Indian industries, including micro, small, and medium enterprises (MSMEs), contributed to the development of sub-systems, highlighting the strength of indigenous defence manufacturing capabilities.

Defence Minister Rajnath Singh praised DRDO, the Indian Army, and all industry partners for the successful trials, describing the achievement as a significant milestone towards India’s goal of self-reliance in critical defence systems and technologies.

Meanwhile, India on Friday successfully test-fired the Vertical Launch Short Range Surface to Air Missile (VLSRSAM) for the second consecutive day from the Integrated Test Range at Chandipur on the Odisha coast, defence sources said.


Terrorist killed in encounter with security forces in J&K’s Baramulla

Terrorists trapped as security forces close in on Baramulla hideout

A terrorist was gunned down on Saturday after an overnight encounter with security forces in Jammu and Kashmir’s Baramulla district, police said.

They said a cordon-and-search operation was launched in Chak Tapper Kreeri in the north Kashmir district’s Pattan area late Friday night.

The operation turned into an encounter after terrorists fired at a search party of the forces, who then retaliated, according to a police official.

The cordon was maintained during the night and in an exchange of fire in the morning, the terrorist was killed, he said.

The identity and group affiliation of the terrorist are being ascertained, he said, adding that the operation was underway.

In wake of the upcoming elections, Director General (Operations and Security) Nalin Prabhat and Jammu Additional Director General of Police (ADGP) Anand Jain, visited the Tiger Division for a high-level meeting with the General Officer Commanding (GOC) Mukesh Bhanwala and senior officers.

An official spokesperson said, “The meeting provided a platform for a discussion on operational and security aspects pertinent to the region.”

“Prabhat and Jain engaged with the GOC and officers to ensure comprehensive preparedness and effective coordination among the forces. The dialogue aimed at strengthening security protocols and operational efficiency to address any emerging challenges,” the spokesperson added.

Delays affecting the production of the indigenous fighter jet, Tejas, are likely to end. The Indian Air Force (IAF) has proposed a public-private partnership model to ensure additional production lines, not just for the Tejas, but also for other jets. India needs to domestically produce some 400 jets over the next 15 years.

Separately, the problem of delay in engine supply for the Tejas Mark-1A version has been partially sorted. US firm General Electric (GE) that was to supply the F404 engines would start delivering two engines every month from November. The US firm had given a fresh timeline for the supply, sources said. During his visit to the US last month, Defence Minister Rajnath Singh had taken up the issue of delay in the engine supply. General Electric was supposed to deliver 99 engines to state-owned Hindustan Aeronautics Limited (HAL) starting March this year.

Speaking to the media on the sidelines of the multi-nation air exercise, ‘Tarang Shakti’, in Jodhpur, Air Chief Marshal VR Chaudhari said the need was to match the production capability of the Tejas with the IAF requirements.

He said: “We need to diversify production lines, have more public-private partnerships or joint ventures with private partners”. The IAF Chief was responding to a query on how India could aim to export the Tejas when deliveries for even the Air Force were delayed.

The IAF had placed an order of 83 Tejas Mark-1A jets with the HAL. The delivery was scheduled to commence from March. So far, not even one plane has been delivered. The MoD wants the HAL to make 16 planes each year. The IAF Chief said: “Our order is of 83 jets. It will be followed with an order of 97 more and will definitely take a few years to fructify.” In future, the IAF plans to place orders of at least 120 Tejas Mark-2 jets and another 170 of the Advanced Medium Combat Aircraft.

India has reiterated to China that ensuring “peace and tranquillity” and “respect” for the Line of Actual Control (LAC) are essential for normalising bilateral relations.

NSA Ajit Doval conveyed New Delhi’s concerns during a meeting with Chinese foreign minister Wang Yi on the sidelines of the BRICS NSAs’ meeting. Doval’s statements on the ongoing military standoff along the LAC in Eastern Ladakh align with those made by External Affairs Minister S Jaishankar in his meetings with Wang Yi in July in Kazakhstan and Laos. Jaishankar, currently in Geneva, Switzerland, said at an event that the Galwan clashes in June 2020 had severely hit the India-China relations, noting, “One cannot have violence at the border and then say the rest of the relationship is insulated from it.” On the Doval-Wang Yi meeting, the MEA stated, “The NSA conveyed that peace and tranquillity in border areas and respect for the LAC are essential for normalcy in bilateral relations.” The MEA emphasised that both sides must fully abide by relevant bilateral agreements, protocols and understandings reached in the past by the two governments.

Doval and Wang Yi agreed to work with urgency and redouble their efforts to achieve complete disengagement in the remaining areas along the LAC. The MEA said the meeting provided an opportunity to both sides to review the recent efforts for resolution of the remaining issues.
