Properties of 168 terrorists to be attached, say police

The police have started the process to attach properties of nearly 168 terrorists who belong to different districts of the UT but have been operating from Pakistan and Pakistan-occupied J&K (PoJK).

The Ministry of Home Affairs had recently directed the J&K Police to initiate action against such terrorists, including 118 from Doda, 36 from Kishtwar and 14 from Rajouri and Poonch districts. The action was sought after attacks on the Hindu community in different parts of J&K. Most of the attacks in Jammu division were handled by the terrorists who belong to J&K but based in different cities of Pakistan and PoJK.

Doda SSP Abdul Qayoom said that out of 118 terrorists from the district based outside J&K, 10 are the most active and have been trying to recruit local youth into militancy. “Two among them have been declared individual terrorists and two proclaimed offenders,” the SSP said.

In December, the property of an absconding Lashkar-e-Toiba terrorist, Abdul Rashid, alias Jehangir, was seized in Thathri area of Doda. He is said to have been behind many IED blasts in Jammu region. The SSP said a list of properties of other terrorists had been sought from the Revenue Department, which too would be seized.

The police are likely to soon seize properties of many terrorists from Doda, including Mohammad Irshad, alias Idrees, who has been designated terrorist by the MHA.

Another designated LeT terrorist from Doda, Mohammad Amin, alias Abu Khubaib, is responsible for many drone droppings and IED blasts in different parts of Jammu region through a network of overground workers. Nazir Gujjar, alias Abu Manzil, while being based in Pakistan tries to recruit youths from rural areas of Jammu division in armed insurgency. His name had surfaced in a grenade attack in Udyanpur area in Doda in February 2021.

Two terrorists believed to be behind the recent killing of a Kashmiri Pandit were killed in an encounter with security forces in Pulwama. A soldier, Sepoy Pawan Kumar, was martyred and another (Naik Hemraj) injured in the gunfight. The slain militants were identified as Aqib Mushtaq Bhat of Hizbul Mujahideen and Aijaz Ahmad Bhat of Jaish-e-Mohammed.

The police claimed they were involved in the killing of 40-year-old Sanjay Sharma of Achan village in Pulwama. A team of the Army, the police and the CRPF cordoned off an area in Padgampora village of Awantipora when the terrorists hiding in a mosque opened fire, a senior police officer said. He said Aqib was killed in the mosque, while Aijaz of Trall near Pulwama, jumped out, possibly from a window, and took refuge in a house nearby where he was shot dead.

“In the initial exchange of fire, two soldiers sustained grievous injuries. One of them later succumbed to his injuries,” the officer said. Aqib had been active since January 2021 and Aijaz since May 2022. Incriminating material and arms and ammunition, including two AK assault rifles, a pistol and three grenades, were seized from the encounter site. Both terrorists were also working with the TRF, the police said. As per preliminary Investigation, both militants had come together to conspire and carry out attacks on minorities, outsiders, other vulnerable targets and security forces, the police said.

A defence spokesperson said Sepoy Pawan Kumar bravery overpowered the first militant in a hand-to-hand combat. He is survived by his mother Bhajun Dassi. His mortal remains will be moved for the last rites to his native place at Pithyt village in Rampur, Shimla.

Barring Japanese Foreign Minister Yoshimasa Hayashi, Foreign ministers of G20 countries will meet here on Wednesday and Thursday to deliberate on pressing global challenges, including mounting debt burden and the Russia-Ukraine conflict that has crossed one year.

Amidst the sparring over Ukraine, of great interest will be the arrival of China’s new Foreign Minister Qin Gang. Qin is expected to meet External Affairs Minister S Jaishankar to discuss the border issues and review the outcome of talks at diplomatic and military levels to resolve the issue.

“As the main forum for international economic cooperation, the G20 should focus on addressing outstanding challenges in the field of international economy and development and play a greater role in promoting world economic recovery and global development,” said Chinese Foreign Ministry spokesperson.

A Quad ministerial meeting will also be held while several Foreign Ministers will hold bilateral talks with Jaishankar. Many of the Foreign Ministers will also attend the Raisina Dialogue.

Other issues on the agenda are multilateralism, food and energy security and development cooperation, counter-terrorism, new and emerging threats, global skill mapping and humanitarian assistance and disaster relief.

US Secretary of State Antony Blinken, Russian Foreign Minister Sergey Lavrov, France’s Catherine Colonna, Germany’s Annalena Baerbock and British Foreign Secretary James Cleverly are among those attending the India-hosted meeting.

European Union’s High Representative of Foreign Affairs Josep Borrell Fontelles, Italian Foreign Minister Antonio Tajan, Australia’s Penny Wong, Saudi Foreign Minister Prince Faisal bin Farhan, Indonesia’s Retno Marsudi and Argentine Foreign Minister Santiago Cafiero are also among those attending the meeting.

A number of foreign ministers of non-G20 countries, including that of the Netherlands, Sri Lanka and Bangladesh are also attending the meet following India’s invitation as guests.
